A new Client Hotfix is coming to the Live Servers that according to DCUO’s Twitter will not require downtime. The Hotfix will download the next time you boot up the game.

/In a forum post this morning, Ted "Mepps" Stone has confirmed that in an upcoming hotfix coming soon, all artifacts will be removed from loot drop tables and put on a vendor for 10 Marks of Victory each, and will retain being tradeable.
